you asked for "urgent" help on workflow,
when you:
1 don't even have peoplesoft
2 you don't know what DB agents are or Comp interfaces
3 you're worrying about changing something when you don't know what it is in the first place ?

I don't know where to begin with an answer for this,

Try:
1 get a peoplesoft system
2 try doing basic example working of a component interface.

Then

The answer for your problem is to use a component interface, that selects students from courses that finished 2 months ago,
who are still employees,
who completed the course.
and who they're current manager is,
which then creates a worklist for this manager.

Good luck, but I think you're thinking a liiiiiiitle too far ahead, even by big blue standards
