PeopleSoft is an ERP package. ERP stands for Enterprise Resource Planning. U can think of it as an advanced MIS system which is enterprise wide. there is nothing like a property module to my knowledge in peoplesoft.
try www.vijaymukhi.com. it has a tutorial on peoplesoft though only the financial module.

PeopleSoft 8 is the latest version and is web enabled.
