I guess you don't have to be a terrorist to get political mileage out of terrorist acts. You can just blame your favorite scapegoats for the acts of the unknown perpetrators. Make up a few "facts." Pretend you have inside information. Talk as if you are just stating "what everybody knows."

Terrorists are racists who hide their identities. You have at least that much in common.
