I agree that they are trying to move into the services business. As you said, it is definitely lucrative.

I'm not sure that they are off-loading their exprienced help. PeopleSoft has always been a cash rich company, so I doubt they are looking to save costs by hiring a bunch of greenies. One of the other reasons for cutting the number of partners was botched implementations. There seemed to be no end of small shops that 'also offered' PS implementation. There were PS implementations where the folks that were supposed to be installing the software didn't understand App Designer and complained that Data Mover didn't allow Selects. Certification at least forces everyone to have seen PS before trying to install it.

However, the cost of certification is such that many ceritifed consultants will be from Big5 companies. That is a shame. I have worked with companies that had Big5 implementations and noticed that there seemed to be too many consultants that were doing their first implementation and just about any customization a client asked for was 'out of scope'[read don't know how]. This isn't always true, but it has happened enough. I realize that everyone has to have a first implementation, but there shouldn't be one expert [5 or more], one experienced guy [1 or 2], a guy that implemented HR working on a FIN or SA installation, and 20 people having their first experience.

On the other hand, PSG implementations have seemed to be more smooth, especially for higher profile customers.
