Oracle started out as a DBMS and development tools company, then developed and marketed packaged applications, using their products, to stimulate DBMS and tools sales. They have traditionally done most of their client implementations with their own professional services staff. In other words, vertical integration.
PeopleSoft started out as a packaged applications company, created a promiscuous (meaning, run on any DBMS platform) tool set using components from various vendors, and developed a network of implementation partners who did most of the services consulting. In other words, horizontal integration.
