Oracle started out as a DBMS and development tools company, then developed and marketed packaged applications, using their products, to stimulate DBMS and tools sales. PeopleSoft started out as a packaged applications company, created a promiscuous (meaning, run on any DBMS platform) tool set using components from various vendors, and developed a network of implementation partners who did most of the services consulting. In other words, horizontal integration.
