Maybe the access password used to encrypt the user passwords is not in sync. Reset the SYSADM password in the database, then logon to Datamover using the new SYSADM password and run the following command:
CHANGE_ACCESS_PASSWORD SYSADM

This should re-encrypt the user passwords with the new sysadm password.
