New to v8.0 there are Fast Views that work as a filter for about a dozen of the standard delivered reports. In the first release of v8, these reports did not return data unless you set up the fast views as described in PeopleBooks.

Re; Per015 returned 0 data before fast views were implemented.

If you do not wish to use the fast views you would need to change peoplecode which is probably not supported by PS.
