I dont think a macro is the answer but I may be wrong. If you are proficient with Peoplecode, you can clone the delivered report books panel, hide the delivered fields that you dont want the user to see and create a derived record to capture the chartfield values, asofdates, etc.. and then update the proper tables PS_NVS_SCOPE, PS_NVS_SCOPE_FIELD, PS_NVS_SCOPE_VALUE, and PS_NVS_REPORT. This would allow your users to run the reports from a customized panel by entering chartfield values. This eliminates the need for a user to set up the scopes and report requests.
