Don't delete users. It will kill you by creating a lot of orphan records where that user's Operator ID is stamped all over the system's transactional tables.
Create a Security Class, in Security Administrator, called something like 'Inactive'. Don't assign any panels or menus to this class, set the user logon times to zero, and set a password that cannot be guessed, ensuring that this user can't access the system, then assign your desired 'deleted' users this Security Class. It allows you to keep all of your users in the system without compromising security.
