Get on the PeopleSoft website and print a copy of their 'Matching Answer Book' and something named something like 'Matching Enhancement' answer book. Look for this case id: R-MWILLI-6D524. This should provide you with a comprehensive look at how the process should be set up and working.
The Matching Process in a nutshell: The process, as delivered in 7.5x, essentially compares the voucher quantity PO and receiver by converting the quantities to the PO Unit of Measure. All relevant matching information is written out to PS_MTCH_WRK_VCHR3. From there, MATCHING performs rule comparisons and inserts into PS_MTCH_LOG_DETL any exceptions. Matched transactions are inserted into PS_PO_LINE_MATCHED. Only exceptions remain in the PS_MTCH_WRK_VCHR3 and PS_MTCH_LOG_DETL tables after the MATCHING process.
Note that 7.5x will not let you associate multiple vouchers to one receipt. Don't think this is your problem, but if it is, you're out of luck.
